Cyclo–cross Racing Ages:
All riders competing at the 2004 USCF Cyclo-cross National Championships will do taking into account the change to USCF rule 1A14 which was voted into effect beginning January 1, 2004.

1A14. A rider's racing age shall be his or her age on December 31 of the current year. All references to age of riders, race age groups, or age class shall be interpreted as referring to racing age. The following terms refer to specific age groups.

Racing Age Age Group
Under 10 Youth
10–18 Junior
19–22 Under 23
23–29 Elite
30+ Master

However, a rider's cyclocross racing age shall be his or her racing age on the first of January that is included in the same cyclocross season.

To be clear – all racing ages for the 2004 USCF Cyclo–cross National Championships will be based on a riders racing age as of January 1, 2005.

Citizenship:
American citizens and permanent residents are eligible to compete in Junior, Espoir and Masters Championships. Only American citizens are eligible to compete in the Elite Championships. Only full-time students at American colleges and universities (regardless of nationality) are eligible for NCCA Championships.

Licensing & Eligibility Information:
Championships are only open to riders who hold USA Cycling rider annual licenses and meet other qualifications stated in these rules.

Elite Men, Women & Espoirs:
Riders competing in the Elite Men, Elite Women & U–23 Men National Championships MUST POSSESS AN INTERNATIONAL LICENSE. Riders will be categorized by their 2005 racing ages for the event, and must present current USA Cycling International License at registration.

Juniors 17–18:
Riders competing in the Junior Men 17–18 National Championship races WILL NOT BE REQUIRED to possess an International license in order to compete. Riders will still be categorized by their 2005 USCF racing ages for the event and must possess a current USCF or NORBA annual license certifying their American citizenship at registration.

Age–Group Championships:
All age-graded National Championship events will require rider to hold an annual USCF racing license.

Non–Championship Races (Cat. B, C & Single Speed):
An annual racing license is not required to race in a non–championship race. Note: A rider competing in a non-championship race will be required to purchase a one day license for each day he/she is on course (including practice sessions).

License Sales:
USA Cycling annual licenses (USCF, NORBA, & UCI International – valid for Nationals & entire year 2005) will be on sale for first-time purchase or renewal during the posted registration times. All new license applications must be accompanied by proof of citizenship (birth certificate or passport only) in order to be processed at registration. USAC Annual licenses will be valid from date of purchase through December 31, 2005. Only athletes holding a valid annual license will be eligible to compete in National Championship races. No one-day licenses will be sold for National Championship races.
